When I went through the Academy, we were taught to shoot COM! The only reason to shoot low would be to avoid hitting anyone behind the BG. COM would be the first option though to avoid return fire!

That first guy, the news station should have never included his statement. I consider it irresponsible to broadcast such idiocy without a disclaimer.
In shootings like this, when the LEOs should be able to plainly see there was a good shoot, I don't think it should go to the DA. Wounded guy found with gun, security footage. It's a no brainer.
Sometimes DAs lose sight of their good sense and try cases that should not be in court.

What departments? As standard practice? Not that I'm doubting your word but that runs counter to everything I've known about LEO shootings. Of course there can always be an exception to the rule, but there has to be a rule. I'm curious how they can legally justify such training.
