maybe theyre good samaritans and they randomly fill tanks on cars in parking lots as a good deed...
ever hear the joke about the neighbor adding gas to a guys tank every night so he thought he was getting great fuel economy...then he slowly stopped then started removing fuel so the guy would take the car in and complain?....
