+1 on the camera! A good way to stop harassment is to ID the BG. The best way to ID him is a good picture. The trick is to find a discrete camera that works (you don't want him stealing that too!). You don't have to spend a lot of money either, gust want a camera thats good enough to ID him without question.

I'm gonna say this again, survival is a very personal thing. If he doesn't own any firearms to protect himself, then I would say, personal survival is not a very high priority for him. It's that simple.
You can pick up a functional and decent pump action shotgun at just about any pawn shop at bargain prices. Have a gunsmith look it over and "Voila" you have an instant home defense weapon.
If I didn't have a suitable handgun, I would sell or pawn what I needed to get one. But that's just me... Survival is a little higher up on my priority list than it is for a lot of others it seems. I haven't been without more than just a small variety of defensive firearms in over 30 years.

I believe if I answered the door with shotgun in hand and saw that, Mr. Mossberg would be announcing his presence with authority.
He called 911 AFTER some low life pointed the gun at his door.
Did he ID the perp? Is the appt complex manager doing anything? Does his car have military ID?
