According to the FBI stats Civilians kill more BG's than the Police! The Police are there to take notes of what happened when they were not there. This is a long standing stat.

True That.
The police have always been a reactionary response agency. They don't have ESP. It's a rare occurance when they are actually able to prevent a crime.
Someone has to call them to respond first. And that is always going to be how the police operate. They have to be called first. In the mean time, it's just the criminal and the victim duking it out until such time as the police are notified, and then respond.
