Have to go with the 911. Imagine your embarassment if you, for example, shoot the man only to find out later that the woman had just shot her husband and children and was fleeing from police when a plainclothed officer spotted her car and managed to stop her. In the struggle, the gun is flailed about a little, possibly causing some danger to bystanders.
A little far-fetched, maybe, but at least a call to 911 might, if nothing else, get you more information about the situation.
Short answer: call 911 with plate number and description.
If I was right on top of the action and totally convinced this woman's life was in jeopardy, I might put a round through a tire before retreating to call 911.
Screw 911 thats for the witnesses. I'm for ramming HIS vehicle and keeping them there. Rule number one forever and always is "Never be taken to a secondary location" I am not going to allow someone to be taken somewhere and be raped, murdered, and used as human toilet paper. I've said it before and I'll say it again. If you see something bad happening and have the power to stop it but don't then you encouraged it to happen.

++1 PaulG To me thats just like seeing your neighbors house is on fire and you know that someone is trapped inside, try to help save a life or let the fire dept handle it if they get there on time. just my 2cents.
Ditto the ++1 to PaulG. One thing we have an excess of in this country is witnesses. What we need are more heroes.
If it were my family member, I'd sure be grateful for someone taking action.
