From a CCW standpoint, I agree with you. From a legal standpoint, she had every right to make a citizen arrest for a person who just committed a dangerous felony and holding them with a gun. Personally, if I was her I possibly would've done the same thing with holding the guy for the police (only i'd have my gun from the start lol). Just my $0.02.
