So, are we ready with tactics if there is a fail to neutralize?

Don't know if you've seen the episode in The Wire with the hoodlums training force-on-force with paint guns.. They also teach the 'head or groin' in that episode.
The Wire tends to take its cues and stories from real life, so I'd expect this to be partially factual as well.. I guess if that's true, then gangsters may have more useful training than the average street cop. 
They may not shoot a perfect Weaver and carry in a leather holster at 4.00, but they're not stupid.

You have to remember though that it requires a lot of mental training to shut off the "I've been shot" mechanism when a sober person is wearing body armor. I say sober, because drugs like PCP have been known to act as their own "body armor".
When a bullet strikes body armor, you still feel the impact, and it can still hurt, cause injury, and knock down the person wearing it. Thats not to say that it will stop somone wearing them, but it may give them pause. That pause can give you the opertunity to follow up with a stopping shot.
I will support gun control when you can guarantee all guns are removed from this planet. That includes military and law enforcement. When you can accomplish that, then I will be the last person to lay down my gun. Then I will carry the weapon that replaces the gun.

+1 on HBO's "The Wire!" That's some intense TV and pretty thought provoking.
Can't wait for the new season, which sadly will be the final season.

Massad Ayoob gives several compelling reasons for focusing aim upon the groin not the least of which is the physiological effect of being shot in the genitals , it allows a full field of vision and the pelvis abdomen and femurs all produce man stopping wounds

This is why I practice "failure" drills. They teach it at Gunsite: Two to the chest - one to the head. Just in case the badguy fails to yield to my rights.
