They are trying to stir up outrage that people can get CCW permits through the mail from States they don't live in even though their resident State won't issue them one.
They are also trying to spin the refusal to issue in the resident state as some sort of "dangerous person" thing that is being ignored by non-resident issuing States.
Utah and Florida should get on the news with an "Official Press Release" regarding their programs and tell MSNBC to get stuffed. Officially.

It's really a non-story. The reason these licenses are popular is because they have great reciprocity. It is NOT because they are any "easier" to obtain than anywhere else... despite what the "anti-gunners" want you to believe.

The standards to obtain a non-resident license from Florida and/or Utah are no different than most other states, resident or non-resident. They require a background check, fingerprints, passport photos, proof of education, etc.
In one of my academy classes, we had a supervisor from the Utah BCI (issuing authority) as the instructor. We were told that FBI background checks are run on EVERY SINGLE Utah CFP holder res/non-res, EVERY SINGLE NIGHT automatically. Should something come up, the permit will be suspended/revoked the very next business day.
No one at MSNBC will tell you that though, and most don't know it.

Looks like MSNBC told us that.When it comes to background checks, he said, “I’ll put Utah’s process up against any other state’s.” He said residents with concealed-carry licenses are checked for run-ins with the law on a daily basis. Out-of-state permit holders are checked quarterly, Aposhian said, but he expects the state to implement a daily check within 18 months.
What I see this article doing is creating the concept of the "gun show permit loophole" to go along with the "gun show loophole" about background checks. I think the purpose of the article was to work to delegitimize non-resident permits, and to expand the concept of "gun show loopholes" to include permits as well as background checks.

MSNBC is right! The only reasonable solution is that every state becomes shall issue, have reasonable requirements, and have 100% reciprocity.
