    Virginia permit procedures?

    I keep forgetting to call the courthouse; any Virginians know the answer to these questions?

    My daughter attends school out-of-state. She had a Virginia driver's license. She will be 20 and 11 months and back for a bit, but will be out-of-state on her birthday.
    • Can she submit the paperwork early, asking them to hold it, perhaps? (She took the class a couple of years ago.)
    • Does she need to physically be present to apply? (We live in a tiny county, so our Clerk may let her get printed early while she's still here.)
    • Does she need to pick up her permit in person?
    • Can/should she get a non-resident Idaho permit instead?

    She must be 21 at the time of her application.

    Whether she has to be there at the time of her first application depends on the county and Clerk. In most cases, for the first permit, they will require that the applicant be present to present proof of identity, proof of training, provide prints (if required by that county), and submit payment. If they require that she attest under oath, then yes, she would have to be present for that.

    She may have the permit mailed.
