    States that recognize NY permits

    Ok, so i finally received my full carry permit here in NYS . Did the "Wally Walk" last night, but decided to go to Sears and Lowes instead.. i did actually need a few things there. I carry a Glock 30 in a Crossbreed Supertuck... first time out was quite nervous about a loaded gun on my side, but after an hour or two, i calmed down. Now to my question. I know which states recognize NYS carry permit. A friend of mine, who lives in a different county here in NYS that does not give out carry permits, only target/hunting permits, is wondering if he can conceal carry in those same states that i can, or does he need to have a conceal carry permit to legally carry in the other states???? I have no clue. Thought someone could shed some light on this question. Thanks. Bunker

    MI has honors all other permits, but is clear that one must still obey the limits set forth by both MI law AND the restrictions on the issued permit itself, so unfortunately he could not legally carry here in the same manner that you could.

    bunker, He needs a concealed carry permit to carry in those other states. His permit is just for hunting/target shooting.

    In NY, all the permits are carry permits, but some counties put restrictions on them- they are not gun law but county ordinances. I think it's a gray area. Would be up to the jurisdiction he was traveling in and how they ruled. Unless he got definite word from them, it would a "?"

    I think of NYS as being target shooting/ hunting only in each county, with some counties allowing conceal carry if appropriate courses are in place mandated by the Judge. Although i do know that awhile ago, some counties, such as Deleware County, only had one permit, and you were able to carry or hunt with it. Why cant NYS have one elegibility, intead of each county having to decide?? ANd for that matter, why cant there be one federal law allowing you to carry in each and every state.

    conceal carry permit application jump up 200% in the last 2 years in the 48 states that issues them. everyone wants their piece of the pie!!!! it's all about the mooooola my friend. by the way, i'm a native new yorker..... lived in glen head for 18 years. congrats on your carry permit!!! i tried to apply once but "they" decided that i didn't have a good enough reason to carry a gun......amazing!

    +1 for hamlet. NY only issues TWO permits and both are full carry. One is for NYC and the other the rest of NY. The restrictions are purely administrative and have no legal consequence should you disregard them. HOWEVER it is pretty much a given that the issuing county will revoke your permit but legally you are OK.

    If, you have a 'resident' permit...non-resident permits are not honored.
    The last Blood Moon Tetrad for this millennium starts in April 2014 and ends in September 2015...according to NASA.

    Wrong!

    I lived in that gulag for nearly 45 years...applied for mine in the supposed "gun-friendly" Delaware county and was turned down for not being "morally fit" (their doggone way of giving the brush off if they don't like your face) and I was a practicing NYS Licensed MH professional and Certified Trainer for the NYS Commission of Correction (who actually trained the Delaware County Sheriff's Dept. years earlier) and was already licensed to carry concealed in 28 other states, but I couldn't even hold a handgun in the local "candy-store" without the permit. That was my last straw with that corrupt gulag - so I moved to the free state of New Mexico (now I'm licensed in 34 states...but the NY gulag is not one of them...when I go back I have to stash my insurance at my sister's bunker in PA, before I cross the border...and pray I don't have any need to do some emergency "social work".).

    Now...the NY permit is a permit to possess a registered handgun (next step is confiscation via the database). The issuing county hack determines restrictions to where you may possess, if any. It is State Law, but wide discretion is given to the hacks.

    "Possession:

    Handguns: A license is needed to possess a handgun in one's home or place of business. Application is made to the "licensing officer" of the city or county where the applicant resides, is principally employed or where his principal place of business as a merchant or store keeper is located. (The licensing officer in New York City and Nassau County is the Police Commissioner; in Suffolk County, the Police Commissioner or Sheriff; elsewhere in the state, a county judge or some other designated judge or justice.)...

    ...The licensing officer may, in his discretion, add restrictions to the license, limiting the places where the handgun may be kept or carried. No demonstration of "need" to possess is required to obtain an "on premises only" license valid for one's home or place of business, although "need" may be required for a license not restricted to one of those locations. An "on premises only" license authorizes the possession of a handgun only at the location written on the license. It does not authorize the holder to take such handgun to any other place.

    Carrying:

    A license to possess a handgun serves also as a license to carry unless restricted. If there are no restrictions written on the license, the licensee is permitted to carry a handgun, loaded or unloaded, concealed, on or about his person. An applicant for a license to carry must be required to show, in addition to the requirement for possession, that "proper cause exists" for the issuance of such a license; for example, for target shooting, hunting, or self-defense. The license can be amended to include one or more additional or different handguns. The licensee is required to carry the license on his person at all times when carrying a handgun. Possession of any "loaded" rifle or shotgun in a vehicle is illegal. A loaded handgun may be carried in a vehicle by a properly licensed individual. ("Loaded" means loaded in magazine or chamber. A loaded handgun means one for which the person possesses ammunition.)


    For detailed reference, refer to the NYS Consolidated Laws - Penal Codes (PEN)

    Title P - OFFENSES AGAINST PUBLIC SAFETY
    Article 265 - (265.00 - 265.40) FIREARMS AND OTHER DANGEROUS WEAPONS; and

    Title W - PROVISIONS RELATING TO FIREARMS, FIREWORKS, PORNOGRAPHY EQUIPMENT AND VEHICLES USED IN THE TRANSPORTATION OF GAMBLING RECORDS
    Article 400 - (400.00 - 400.10) LICENSING AND OTHER PROVISIONS RELATING TO FIREARMS

    (Note: Article 400 has provisions for your friend to have his permit amended from the restricted to unrestricted. It is my understanding that the issuing hacks may accommodate the applicants after they have had the permit for a year or more, have had no legal problems and can demonstrate good reason.)

    That being said, bunker:

    Your friend can conceal carry in those same states you can, only if he is going target shooting or hunting, until his license is amended, if he is walking on the streets.

    If he is in his car, every state has their own rules.

    For example, here in the Free-State of New Mexico you don't need a concealed carry license to carry concealed in your conveyance since your auto, truck, motorcycle, bicycle, etc. is considered an extension of your home (thus, concealed or open and locked & loaded of both handguns and long-guns is legal in your car, etc. But once you leave the vehicle, no concealment license, no concealment.)

    However, NM is an "open-carry" state (not a "nanny-state" like the NY Gulag) where no license is needed to purchase, possess or openly carry any handgun loaded, locked with one in the tube. No friggin' AWB either to limit mag caps, etc. Also, easy to get a class III if you can pass the BAFTE muster and have the $$$ for the full-auto darlin' or suppressor your li'l heart desires.

    Solve your problems and bail from that hole.

    Your wrong too:

    1. NYS does not honor any other state License (as you stated)

    However:

    2. States that do honor the NYS permit are:
    Alaska, Arizona, Idaho, Indiana, Kentucky, Michigan, Missouri, Montana, Oklahoma, South Dakota, Tennessee, Texas, Utah and Vermont.
