    The difference between a "citizen's arrest" and "kidnapping" is one you never want to test. Holding a suspect until police arrive is something that, like a clear self-defense shooting, needs to easily pass the reasonable person test.

    For example: You are at a shopping mall and witness a man seizing a woman's purse and dashing away. You and several other fine upstanding citizens give chase. The several of you run the miscreant to ground and sit on him until police arrive. A crowd of bystanders gives you all a round of hearty applause.

    Job well done. Take a bow and finish your shopping.

    Anything short of that is questionable unless you have a badge.

    I'm surprised they didn't add impersonating a LEO unless they are waiting for a DA to possibly amend the charges.
    When people come on here and ask questions about carrying handcuffs in case they need to restrain somebody etc. this is why it is a really bad Idea.If I see a possibly Impaired driver I call 911 and give as much pertinent info as possible,and I never throw dogs out

    Guy is probably mentally unstable but flew under the radar till now.

    Woman ain't too bright though - should have just taken his license # and called the cops instead of trying to STOP his vehicle.
    She could have ended up dead.

    +1 on this as well. That's what I would have done. I probably would have grabbed the dog as well.
