I know this is day one for submitting applications, but why not start a thread to see just how long WI takes to review, background check, and issue CCW permits. If you get ANY action, post it, and keep it going to the top. Wisconsin, boldly going where only 48 other states have gone before!
i am in the same boat as the rest of you guys. Mailed on the 11/3 and check cashed on the 11/17 still no word and not sure if i should make any calls yet and who would give me the right answer if i did. I being patient but know of at least ten of my friends that have gotten their permits and mailed all about the same time with no issues and alot faster than mine. not in a huge rush but usually when someone takes my money i get something for it or they don't like the end result. If they need help making all this happen what are they doing with our money hire someone and get it done.
The law has a built-in deadline, which is rapidly approaching for a bunch of people. But DOJ is issuing to people who have not even applied until the 9th or 10th day, while an unknown number of prior applicants from the 1st few days still wait. Forget fairness, and first in line - first served, and all that. It's now become an issue of DOJ being "in the process" of violating the law as written.... unnecessarily. It defies concern for that legal deadline, to be issuing to those with a deadline 10 days later than others. If they were concerned at all about meeting the deadline, and following the law, this would not be happening. But it's only the Dept of JUSTICE... why should they be concerned about a trivial matter such as a law?
If they meet everybody's 45 day deadline, then there's no violation. But if a single license is issued prior to it's deadline, and a single license is still NOT issued by it's deadline, that's a clear violation that could've been avoided if the process was done properly. There's no excuses. Laws don't give "us" excuses, govt shouldn't have any either if it clearly could've been avoided.
Each deadline "missed" will be a violation of Act 35. Their pace has been 600 CWLs per day issued. If there's a 10 day differance between deadlines of those issued ahead of those who have not been issued, that's 6,000 violations of a law by a law enforcement agency, that will likely occur that could've been avoided. It's not just one violation. Each license not issued or denied by "day 45" is a violation. That's not a trivial matter that can be resolved by the "patience" of those violated against. Try not paying your taxes on time... then telling the govt "have some patience, I've got all these other bills to pay... I didn't expect so many". See how far that'll get ya.
I don't know any of my friends that have applied for a permit. Like I said before my hubby: mailed on 11/2, check cleared 11/14, received permit 11/17. Me: mailed 11/4, check cleared 11/18, no permit yet.
I know of 10 of my friends who have applied. Of the 11 of us, 8 of us applied by mail on 11/1 (including myself). The other 7 all have them back, for at least two weeks now. Two others applied 11/2 by mail. One got his 11/26, the other got his 12/6. The last of the 11 applied on 11/8, and got his on 11/26 also (that one defies logic, but it's true... I've seen his license, and he took a class that ended on 11/7 for his training requirement).
Funny thing... I'm the sole "waiter" of those 11, and I had the most "qualifying" training documents of everyone. I had 7 to choose from (3 out-of-state CWLs, 2 training certs, hunter safety, hunter safety instructor ID). Most others had one or two. One other had 4 (training cert, HS, HS instructor, DD214). But only one is needed, so I only sent one (current FL CWL).
They don't care about the 45 day limit or being in violation of there own law. After all they are the law. I'm sure they are getting a good laugh at our expense. Any formal complaints after the 45 day point will be treated laughter and a slap on the back between those in the DOJ.
Even a baboon could sort thru the mail in a couple of days and put it in date order. EXCEPT that as I've seen our postal service no longer puts dates on the cancellation stamps. (wonder why? but that's another complaint for another time). They should of, could of, keep them in delivery order by date received but obviously that was too much to expect from a civil service department attached to the DOJ.
They of course will blame the temps who were doing only what they were told to do! accountability is not high on there list of prioritys that is self evident
It you were at home, no CWL is needed. Act 35 specifically legalized concealed carry without license on property you own, rent, lease, or "legally occupy" (own, rent, lease, are clear... "legally occupy" is not defined).
I was walking to my car in the buildings parking lot on my way to work. Turns out the badguy I confronted outside had also been in the basement and in some of the cars doing badguy things.
Thanks, I did not even think of open carry. With it 10 degrees outside open carry might be tough though.
Too many to count. A better question would be - how many had them cashed 11/17, or earlier, and don't have their permits yet? Those with permits aren't as likely to be here (their wait is over), as those who are still without.
Mine deposited by DOJ on 11/14. Cleared my bank on 11/15.

Family and I just returned from getting our Christmas tree. Limped to mail box opened it up and lo and behold! NOTHING!

For what it's worth, even if they taped my permit to the back of a turtle it would have arrived by now! Very few of us that had there applications posted + - the 17th got them..
It's time for the DOJ to make a statement as to what happened! I'd even wait longer if they would give us a honest answer.

all i want for christmas is my ccw permit. I've been a good boy this year filled out my application as you wanted me to and wrote my check out on 11/3/2011. I sent it to your magic workshop with joy and anticipation. Sadly doj your office misplaced not only my application but a lot of other good boy's and girl's! We contacted your magic hotline and have been told so many stories that honestly i don't know which one to believe! All i know is that people who filed 3 weeks after us have already gotten theres. I wonder if i can treat the dept of revenue the way i've been treated?
I think some are under the mis conception that because their check was cashed they are "approved" they are not, it means they payed their Background check fee, your waiting for a background check..your name popped up something and being there are so many background checks they have to be processed one by one...
when you bought a handgun or rifle you had one person right there doing yours..they have to wait for other states or info to get back from the system..
Sorry... there's no "nice" way to say this... but that's crap. I bought a handgun on 9/16/11 and check took 30 seconds. Bought another one THIS MORNING!!!! Check took 30 seconds, again. Nothing "popped up"" and nothing will. I've been through "handgun hotline" 10 times in past 10 years, and NICS 14. NEVER a DELAY!! I get yearly background checks for my occupation... never a delay. I'm so sick & tired of this phoney-baloney background-check-delay BS that I wanna puke. I know people who get delayed EVERY TIME they buy a gun because of "common name mix-ups", but they've had their CWLs for weeks. If anyone should be "delayed" for this poor excuse it's them.
It's been 40 days since I mailed. I've gotten govt security clearances in half that time. DOJ has messed up the order received, despite what your buddy O'Keefe has fed you. If you were honest with yourself you'd admit it. If he won't admit it, he's lying. I honestly don't know what's worse... the screw up at DOJ or the apologists.
When those workers at DOJ get their heads out of their a** and find our apps (from the first week), I bet we all get them around the same time!!!! MAYBE by the first of the year IF we're lucky!!!
I can see if they pile apps on top of one another, that's fine... BUT if they were smart they should have taken a pile and flip them over so they STAYED IN ORDER! DUH Doesn't take a lot of common sense.
Let's all just take a deep breath and relax a little, I too am waiting for my permit, but I am finding out that getting angry is not making come any faster. I'm sure that with the overwhelming influx of apps, there scratching there heads and wondering what they got themselve into. It will take awhile to work out the quirks, but they will get it done. Lets all be civilized,and not forget why we are getting our permits in the first place.

I stand corrected... my mailman decided to come at 5 pm today for some reason and VOILA ... the coveted permit! It's amazing how much happier I am now :yup:
