He might not even be a ATF agent. I can get that hat at my local army/navy store. If the idiot in question is in fact a ATF agent, Im not suprised at the pic either.

Sure didn't mean to offend....
I have no idea if the photo is contrived or not, I saw it over on the S&W board. It just caught my attention because it is just so.... wrong.
So these are my federal taxes at work?, maybe a little Safety

Stuff like this does happen.
After putting out a car fire I found a loaded revolver in the glove box while looking for owner info.
The LEO I gave it to and told it was loaded couldn't figure out how to get the cylinder to open so he looked down the barrel! He was a younger guy probably never even fired a revolver before.
