UT is pretty quick. Pleasant to work with. Fairly knowledgeable, no matter whom you speak with. They've got their act together, considering how many people are clamoring at the gates.

I was expecting +/-60 days, so I never got to the point where I considered following up.
Short answer: I don't know.

After Iowa turned into a "shall issue" state, I applied last month for mine. I was told to come back in a week and it would be ready. I think its their version of a waiting period. 7 days after going in, I paid my $50 and had license in hand.
All in all, the FBI check and officer checking their logs takes about an hour. 42 days is a crock of baloney.

I would imagine Utah is receiving 10x or more applications than Iowa (I'm an Iowa resident FYI). Utah at least accepts credit card and personal check. For my non-resident Arizona, I had to get a certified check.

IMHO, even 7 days is too long. In this day and age of computers, if you walk into the issuer office with app in hand there is no reason why you shouldn't walk back out with permit in hand.
