The governors association could serve as a forum for hammering out a the details to allow reciprocity w/o the fed stepping in. Didn't think about a takeover by the fed. Texas has reciprocity with states that have similar certification requirements to ours.
We have different gifts, each according to the grace God has given to each of us.

Thing is, the 50 states can pretty well agree what driver's qualifications are. In terms of gun rights, the 50 states span the spectrum. Agreement by the states will not happen.
