My friend is driving from CO to IN via I-70. His CO CCW permit is good in KS, MO and IN, but a NO GO in IL.
Is unloading, disassembling, and putting in a locked container in the locked roof rack cargo carrier sufficient?

Just unload, place in case, and put in trunk. No need for a disassembly. Mag out of gun.

That will work. As long as the firearm is in it's own case, outside the reach of the driver or passengers, and unloaded it is legal. I usually put mine in the trunk of my car when I go to the range. Best bet is to keep the ammunition in a separate case if possible.

Do what I do, take the ferry out of Wisconsin to MI then drive there totally avoiding the anti gun state completely....

You are allowed to transport a weapon through Illinois if your unloaded firearm is in its own locked case and the ammo is in another locked case in the farthest compartment from the driver. If you have a trunk place it there. If you have a SUV place it in the cargo area.
