I think I got mine off the interwebs. I had the fingerprints done on paper locally and mailed the whole thing in.

What aus71383 said, except that FL does not differentiate between residents and non-residents; they have only one permit type. If you are going to be in FL in the near future, you can go into the regional office and apply in person. You key the info into thier computer and they print you. This results in a very fast turn around time, but only if you are planning a visit to FL.
FL doesn't have a "non-resident" license, just a CWFL. Check here for all you need to know:

An appointment is required at the Dept. offices, usually with a long wait time. Might be faster just to mail in.
I got the Info on line and then called. They sent a Packet in the Mail I followed the instructions and sent it back. They sent my License back by Mail. I did it all from Ohio before Ohio had a CCW LicenseQuote:
