1. Please provide the state statute requiring one to notify when not carrying,
2. Stop explaining to Cops about what you choose or choose not to do.

The law in Ohio requires that the driver "promptly" notify the LEO. There have been some examples where the LEO did not let driver get a word in while they ranted, then charged them with failure to notify "promptly". The one video of such a stop in Canton resulted in dismissal of the charge and punishment of the officer for abuse

GC §411.205. REQUIREMENT TO DISPLAY LICENSE. (a) If a license holder is carrying a handgun on or about the license holder's person when a magistrate or a peace officer demands that the license holder display identification, the license holder shall display both the license holder's driver's license or identification certificate issued by the department and the license holder's handgun license.

What isn't clear in Texas?

Maybe, maybe not....every state is different....everyone's circumstances are different. I had a VA resident permit driving a Jeep registered in IL....and I'm not the only person who has been in this situation.

If you are not carrying what is there to notify about?
There are only 10 states that require notification....and none of them require it if one is not carrying.
