Yes you can have several guns. :) Just 7 rounds in the magazine. Topping off is still a grey area according to NYSP.
The carrying of 2 guns is not referred to as a "New York Reload" for nothing.

You won't need two guns. The new law has probably eliminated crime by now.
Just ask the criminal to show you his magazine first to make sure he is in compliance. I am sure they will understand.

For those who have a limit to the amount of rounds they can carry in a magazine I suggest that you learn to reload very quickly & carry as many mags that you can. I think that will mean that most people will be carrying more rounds on them than they did in the past.
