OK even with a gun belt, using leather OWB holster with a loaded LC9 (about 24 oz weight I think)..my belt sags a wee bit for one of the following reasons or all of the following reasons......The only way not to sag is tighten the belt to where I am very uncomfortable.
plants belt loops to far apart.
holes in gun belt not close enough together.
loaded weapon in holster too heavy (don't think this is it).
I can tell you that most of us have a box or bag of holsters that just did not work for us. In my case I found Milt Sparks IWB summer special is a joy to use, my OWB is a Kent Hayes from Hayesleather Just really comfortable an looks great. I also use a remora when I have to drive anywhere I can use it crossdraw than shift to strong side an I carry a SP101 or a S&W model 60. A real good double thickness belt made for carry really helps alot But unfortunately its trial an error till you find whats right for you.
From what your saying ... it sounds like your belt is not tight enough or your belt is not stiff enough. Poke a new hole and try to find the most comfortable tightness that supports your gun. You may need a better belt.

Excellent belts can be found here. Holes can be made the entire length of the belt, or a limited number. Thick and stiff belts

I second the recommendation for Bullhidebelts.com- very good stuff! I have two of their belts, a double pronged one and a velcro version. Both are fantastic. A quality belt makes a world of difference. I also picked up a few pairs of suspenders including the Perry ones fasten to the belt instead of your pants. I haven't tried them yet but I'm looking forward to it.
It could just be the holster. Don't know if your into kydex or not. This is a Panther Concealment OWB for my HK45c with a cheep flimsy Eddie Bauer belt. I like the Perry Suspenders for heavier guns. It really does help.
Suspenders absolutely are NOT necessary for a dinky LC9 though.
Either cinch up the belt you have or get a new one. You have to provide SUPPORT for your gun. Just because the seller says it's a "gunbelt" doesn't mean that it really is.
Use common sense. If you can coil it easily, it isn't likely to work. A good belt will resist bending or coiling. If the holes aren't spaced right for you, well, you own it, punch a new hole in the thing.

If your gear can't hold up an LC9, you need new gear.
Could be as much a holster issue as anything. Show your holster photo from the company sight.
