    Shall-Issue CCW Law Passes IL General Assembly

    Chicago Tribune

    It's off to the Governor. Quinn has said to the media that he would sign a bill. We could have CCW in Illinois by next week!

    It's good to see that the bill is cosponsored by two Democrats. As usual, the Chicago progressives still can't recognize gun rights.

    The funny thing is that neither side likes this bill. That seems to be the only way things pass these days.

    As a Illinois resident I am happy we have a CCW bill passed.

    As a 2A supporter I am not sure what kind of bill we have here. It is called a "Shall" issue. I am not sure with all the agencies that will have a veto on your permit that what we have is a thinly disguised "May" issue law.

    I will reserve judgement until I see a cogent explanation of this bill and a practical application.

    Time will tell. If you're location is correct, you probably don't have much to worry about on getting approved for a permit.

    My wife is from Illinois and I have a step-son who still lives in Springfield.

    My other step-son who now resides in Kentucky (has a KY concealed permit) asked me the other day by phone if I had heard any news on this. I can tell him that Illinois is on the track to Concealed Carry. Well, maybe.

    I wonder how restrictive the permit will be.

    Holy smokes, a 5 yr. permit at that. I think it's great to see and am happy for our IL people indeed. They must have looked at their close neighbor, Wisconsin, and saw that they didn't fall off the face of the Earth and all of the neighborhoods don't sound like the Gaza Strip.

    Now just pay close attention to the crime rates and see how they won't get worse. Just sayin'. As the months and years go by, it's going to be another one of those, "I told you so" and "See? What were you so afraid of" moments to be brought up to all of the non believers and the ignorant.

    I am hopeful it turns out to be a law that actually allows folks to carry. Well I mean law abiding folks. The criminals have always carried without fear of prosecution.

    Pa is a shall issue state but Philly has gotten away with denying permits for years, hope it works out for you..

    Don't forget, the state was under court order to develop a system so I wouldn't congratulate the Assembly for great vision. IF they hadn't passed something, the courts likely would have imposed something (of course that's another whole different topic). It all depends how it is implemented and enforced as well. None the less, it's a step in the right direction even if it was taken with the politicians kicking and screaming the whole way.

    OBTW the bill passed with large majorities in both Senate and House.
    Quinn will sign the bill. The last thing he needs or wants right now is an embarrassing override of a veto on such a high profile piece of legislation.
