Update- the cops did make a stealthy arrival, no lights or sirens, there was a small group of officers quietly sweeping the complex, and they didn’t find anything, there was a home invasion just a few miles down the street an hour earlier, one of the occupants was shot and killed, that explains why the cops where late, they do the best they can.
So when people ask me why I carry; I tell them to just read the local news and factor in the average response times, and I still get the ignorant phrase: “I will just give the bad guys what they want”
"911, what's your emergency?"
"There's somebody in my garage."
"OK, we'll have somebody there as soon as possible."
"911, what's your emergency?"
"I called about somebody in my garage 15 minutes ago!"
"We're really busy and don't have any officers available right now."
"911, what's your emergency?"
"Yeah, I just shot that guy in my garage!"

Your story reminds me of 30 years ago, after I had moved into my girlfriend's apt in the Fan district of Richmond VA. The Fan was notorious as a high crime area. One night, we heard a series of 5 or 6 rapid loud noises. We thought they were from a car back firing. The next morning, the cops found a guy shot to death lying in the alley behind my house. Shortly after that, I bought a handgun. Our neighborhood sure was fun. Virginia's only registered marijuana lobbyists was shot in a bar at the corner. And, one night we looked out the window to see our downstairs neighbors boyfriend bent over the hood, arrested in a drug bust. So much just outside our window!
