For those who carry in maine , you need to contact your reps in opposition of this . Original bill has been changed quite a bit (not for the better) and has moved forward .
Oh , there is a "mental health" check . This bill is for ADDITIONS to getting a concealed permit . As it is you get the full background check , fingerprints , photo , checks at mental health facilities , etc . All this does is makes it so you have to spend money every time you need to renew , if you can find an "accepted" course . Funny , you only have to take hunters safety once in your lifetime , but now will have to take a safety course every 4 years for a CCW permit .
Not sure about this one.
They relaxed the 4-year certification to only once.
They removed my state police training exemption.
Course not specifically for "handgun" now just firearm.
The kicker is "MORAL AND ETHICAL ISSUES" mmmm ok.
it really hitts people with out of state permits hard:
5. One hour of state and federal firearms law that must be taught by either a licensed attorney or qualified law enforcement officer concerning the possession and ownership of firearms, the legal parameters governing the use of deadly force and exercising the right of self-defense responsibly; and
so now anyone from out of state will have to attend a class that teaches specific maine state law issues??? Worst part for me is that I actually write letters...but I don't have any elected officials in ME...the best I can do is write to Baldacci and tell him to veto if it hits his desk :-/
Well at the very least I got my father to write a letter to his rep.
I contacted my Rep (Peter Reins) about it. He hasn't gotten back to me. Just means I will go knock on his door.....
I am not happy with this bill at all. There is no reason for this. There have been NO incidents with any concealed carrier in Maine. I too am loosing my military exemption.
The public hearing for LD778 An Act To Enhance the Qualifications for a Concealed Firearms Permit Mon Apr 2, 2007, 1:00 pm Room 436 State House. If anyone can make it. I won't be able to go but would like to know what happens.
Well , what's weird is the state redoing reciprocity , FOR THE BETTER ! There are also a few other things that you might be interested in . Try LD 148 and LD 146 .
Ok so now that I have read those bills, um, maybe I don't suppot all of them.
I really favor reasonable liscencing. But now no liscense would be required to carry concealed in an auto. Could also carry loaded rifles & shotguns in cars too. Not in favor of those. DO favor opening the doors for reciprocity and the university / college carry.
I don't see that it says you need to take the class every 4 years but that you need to show proof every time that you did take a class.

I don't know why in bill they would want to "Remove the requirement that a holder of a concealed weapons permit possess the permit in person while carrying a concealed weapon."
I always thought it was a good idea to be able to prove that you can legaly have the gun your carrying.
Hmmm , good idea , and we can do the same for the first amendment , you know , require training before you can voice an opinion . Sarcasm off.
I would hope that people WOULD get some training etc , but , neither the US or state constitutions put any kind of restrictions on the right to bear arms . I'm all for having the state or another org give FREE classes to those that are apllying for permits , but I don't think it's right to force those to have to pay to exercise a right . Btw , vermont doesn't require a permit , yet we don't hear of a spate of problems there with CCW .
I haven't been to Maine in several years but dearly miss it. My Mom and her family are from Orono and we still have several older relatives there. Someday soon I hope to take my wife on her first trip there as well (Lincolnville Beach, Camden, Bangor, etc). Wish you luck on influencing the vote guys, let us know how that hearing goes!

I'll be attending the hearing and I encourage as many of you as possible to be there.
The bill is pushed by the buddy of a fake gun club owner in Yarmouth (he's the only member, there is no range, or other facility) and he's got the inside track on offering the mandatory class.
As always, FOLLOW THE MONEY.
Maine has no problem with either crime or safety issues involving CCW folks, so the bill is a solution in search of a problem.
Isn't it ironic, that the legislators have time for this, but can't fix the property tax problem that they've been repeatedly mandated to address?
