Shoot I couldn't figure out what a barrel shroud was until I read the discription and figured out it was a forearm. Unfortunately, there isn't an IQ test for politicians.

Barrel shrouds.., let’s ban them, also green widgets! Green widgets make guns much to dangerous so we need to ban them too! Only the green ones mind you the other widgets are not a threat. (That would make as much sense as banning barrel shrouds.)
