    Question South Carolina Bill 3212

    SC will probably pass a new reciprocity bill.

    Will the new law recognize non-resident permits?

    It doesn't give specifics- but the bill says that SC will recognize a permit issued b another state- which would mean non-resident since they are issued by a state.

    Here's the text of the bill:

    TO AMEND SECTION 23-31-215, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE ISSUANCE OF CONCEALABLE WEAPONS PERMITS, SO AS TO PROVIDE THAT VALID OUT-OF-STATE PERMITS TO CARRY CONCEALABLE WEAPONS HELD BY A RESIDENT OF ANOTHER STATE MUST BE HONORED BY THIS STATE AND TO DELETE THE PROVISION THAT THIS STATE WILL ONLY HONOR OUT-OF-STATE PERMITS ISSUED BY A STATE WITH WHICH SOUTH CAROLINA HAS RECIPROCITY.

    So, I'm wondering if they intend to honor non-resident permits. At this time, I don't have a residence in another state. I'm living out of the country, but I have non-resident permits. Anyway, it would be a good if it were passed soon. I'll be in SC later in July.

    Curious - why would you "pack up" when you go to NC? All you have to do (for now) in SC is put it in the glove box or center console...

    Toting my stuff through S.C. just plain makes me nervous. They just don't seem CCW permit holder friendly. IMHO.

    The comment about a resident of another state is in place to prevent SC citizens from getting a Florida permit (for example). It wasn't written to mean you had to be a resident of the state that issued your permit.

    Of course, legislative intent is great- but can be quickly be changed by a court or AG opinion.

    that's not what I was told by a SC State Trooper.
    In the trunk packed without ammo.
    The only thing I stop for in SC is, cheap gas.

    SECTION 16-23-20. Unlawful carrying of handgun; exceptions.

    It is unlawful for anyone to carry about the person any handgun, whether concealed or not, except as follows, unless otherwise specifically prohibited by law:
    ...
    (9) a person in a vehicle if the handgun is secured in a closed glove compartment, closed console, closed trunk, or in a closed container secured by an integral fastener and transported in the luggage compartment of the vehicle; however, this item is not violated if the glove compartment, console, or trunk is opened in the presence of a law enforcement officer for the sole purpose of retrieving a driver’s license, registration, or proof of insurance;
    As for timing, can't happen until start of next session in January, that is if good ol' boy Sen. Jake Knotts doesn't screw things up for us. He tried in committee, getting the representative from SLED (our state LE agency), a Capt. Dorton, to lie on the stand that they've had 16-year olds from NH carrying in Myrtle Beach. He's promised to introduce an amendment on the Senate floor that would supposedly increase the # of states we have reciprocity with while still maintaining SLED's ability to arbitrarily decide which ones.
