Construction should be Construction/Maintenance instead.
There is potential for more specific subcategories, but I would also include the generic.
Examples: retail includes clothing, electronics, groceries, music equipment; financial includes banks, insurance, payday loans; food service includes fast food, dine in restaurants, catering, etc.
Yeah, I don't think we want to get too specific or it will make searching more of a pain.

Should a major search-able criteria be city and state?
I'm thinking either city/state or county/state would be best. Just state will be an option but in time will bring back too many records to be really usable.
I like this idea a lot. I was thinking of a way to do it, but it looks like you guys have it handled. I'm going to sit back and drink a cold one while you do all the work.
I think the mashup would be really cool. I like the idea of having a visual reference to posted locations.

For Texas we have www.texas3006.com. It's a pretty long list. They keep it updated by having locals register and provide information about legally posted establishments that they come across.

I'd be happy to host such a database site for free. I have cpanel hosting with mySQL etc... should be sufficient for any decent database programmer. Let me know if free sounds like a decent price!
