    Michigan - Wv Reciprocity Agreement Signed

    Today, West Virginia Attorney General Darrell McGraw signed a concealed handgun reciprocity agreement with Michigan, allowing Michigan residents with Michigan concealed pistol licenses to legally carry concealed handguns in West Virginia. Since 1927, Michigan law has recognized all other states’ licenses and permits; an amendment to this law when Michigan changed from a “may issue” to a “shall issue” state in 2001 limited recognition to individuals who are residents of the state in which the license was issued.

    Please be aware that, like many other states, Michigan has a variety of restrictions on where licensed individuals may carry handguns that are more restrictive than West Virginia laws.     The requirement that permit holders reside in the state where their permit is issued has been in existence for longer than you indicate. It was issued as an attorney general's opinion by Frank J. Kelley after residents became able to obtain a permit from Florida by mail. In MI, AG's opinions carry the force of law until modified by the legislature.
