I know, I know, you are smarter than me..just ask you..
I've only flown with weapons on Northwest and each time the routine was almost identical and similar to what has been mentioned.
At the counter I filled out 2 cards -- one card goes in the lockable hard sided case with the weapon(s), the other card is on or near that case inside the the larger piece of luggage which contains the smaller hard weapons case.
TSA personnel escorted me to a curtained off area with my luggage where I opened the luggage and then opened the weapons case. Using a pencil-pen they lifted the foam to see if anything else was in the case under it, closed it...flipped it on its other side and checked under the foam again. They asked if it was unloaded and about any ammo I might have.
Sometimes they've physically checked the luggage. They told me to lock the hard sided box. They paced the cards I mentioned before and watched as I closed the bag....they took the bag(s).
That should keep us honest folks from hijacking a plane,
.. most places my bags also got the chemical sniffer.
