    Shall issue in Iowa

    I understand that State Rep Clel Baudler has introduced House File 120 to change Iowa law from a "right-to-carry", too "shall issue" state. I would like to encourage all Iowa members to contact their congresspersons and ask them to support this legislation.

    I hope this passes

    I hope this passes, and that Iowa will then accept my TN permit. I go home to Iowa to visit twice a year, and hate to leave my firearm in TN.

    Marshall-

    Just stay south of the PDRIL, and get on I-55, you're good to go here in Missouri; stop south of the IA boarder and secure your weapon. That way you can carry most of the way.

    Maybe i'm missing something here, but isn't right to carry, shall issue already?

    I'd speculate that "Right to Carry" was the catchy name of the bill/act that changed the law to get Iowa to a may issue state. I know that MN's push to shall issue was MCPPA, Minnesota Citizens Personal Protection Act. And a lot of people referred to it that way and not as the simpler, more descriptive name of shall issue carry permitting. Just speculating though.

    No shall issue in Iowa

    In Iowa, it is county by county.

    1. You need a permit from your local sheriff to buy a handgun.

    2. Then you need a permit from your local sheriff to carry a handgun.

    "Shall issue" means that if you fill out the paperwork and send in your money the State SHALL issue you a permit, even if the local sheriff doesn't like it.

    Don't count on any changes in the Iowa Reciprocity law...thats not part of the Shall Issue ammendment.

    Unfortunately, your probably right. But every journey begins with a single step.
    Get the "Shall Issue" and then go to work on the rest. It can be frustrating but don't give up. Few states that have "Shall Issue" got it right at the start. It will have to be worked on, probably for a long time before it is the kind of law you want in every respect. We've had "Shall Issue" for 10 years or so in TN but are still fighting to get the right to carry in State Parks and restaurants that serve alcohol.

    Good luck with this. I really want to see IA go shall issue as I have a good friend that moved to IA about a year ago and wants me to come visit and check out his new house. I have been extremely apprehensive due to the carry laws there but if the next few years see a change in the law and the reciprocity I would love to come visit Iowa.

    In Missouri we just got rid of #1, many sheriffs made it a 2 trip process, apply, wait 10 days and then go pick it up. Can't buy at a gun show unless you got permit in advance ($10) and took a chance on not finding anything.

    When I lived in Cerro Gordo county, this was a trivial 5-10 minute process. I showed up, completed form, waited a few minutes while the clerk had them run the check, then exchanged my check for the purchase permit.

    I never applied as Sheriff Pals indicated in my inquiries that my justification would have to be pretty darn good.... But if a purchase permit is a prerequisite, then the application process isn't really all that impeded by having to jump through hoop #1. Still annoying though.

    I go into Iowa a couple times a year and would love to be able to carry there!
