    question fo MA residents

    Guys,
    I am not super familiar with the latest regime of good guy control in MA so pardon a silly question.

    If you were a MA resident and built a rifle or pistol from scratch (meaning you didn't buy a frame) would you need to submit the FA-1 / blue card ? Or is the blue card only for *transfers* ?

    The frame/lower is serialized thus the FA-10 form registration comes into play upon purchase/transfer, if you are a MA resident and not a new person just moving here.
    Also the 'Blue Card' has been out of play like IIRC 8 yrs. now, there is no longer any point in mentioning it as that is a relic.

    No serial number on the frame.

    Would be for a MA resident, not a move in.

    Okay...In that case it's a ship to your home item with no FA-10 required as though it were a magazine or some other firearm part.

    Even with no S/N, once it is built up an FA-10 MUST (to meet the law) be submitted. EOPS has come out firmly with that answer a few years ago, I know because I asked (was contemplating getting a 1911 frame and building it up at that time).

    I am not familiar enough with Fed Law as to whether or not the builder/owner (being one and the same person) has to put a S/N on it or not.
