    Florida Concealed Carry question

    Not what you think, this is a kind of trivia question, but one I wonder about. Seems to me, based on timing, that the Platt-Matix FBI gunfight of 4/1986 may have been part of what started the drive to have concealed carry in Florida (which started in late '87). Can the Florida folks comment on this?
    Anti-gunners seem to believe that if we just pass enough laws, we can have utopia. Unfortunately, utopia is NOT one of our choices.

    It might have been a milestone in the fight for CCW, but it certainly was not what started the drive. That was money...
    Fla began to see a huge crime increase in the late 70's and 80's mainly due to the cocaine infestation. It began to affect population and tourist dollars.
    They needed to make an aggressive move, and that they did for the time.

    I've never seen anything linking the Miami shootout with the change in attitude to concealed carry in FL. Development of the 10mm and ultimately .40S&W rounds, maybe, but not concealed carry in FL.

    There were a LOT of reasons for Florida's ccw licensure revision. Primarily the old 1894 Statute governing such had been tinkered with a couple of times during the preceeding twenty or so years. Prior to '87 a ccw license was good ONLY in the County in which it was issued and issuance was political, being done by the various County Commissions. Until about 1970 or '72 the license was only good for an OPENLY carried weapon, and until the '87 revision a license also had to be obtained for carrying a repeating rifle as well. Some Counties treated the issue thing as a purely ministerial duty, some were really petty and dismissive of applications (primarily the heavily populated southern and western ones). Anyway, around 1980 a Sarasota man was denied a license and appealed that turn down. The issue made it to the Florida Supreme Court and he won....to my recall then Chief Judge England cited the fact that the law REQUIRED issuance, that it was in fact a ministerial duty and that the bearing of arms was a right embedded in the Florida Constitution.

    Since the law was so screwed up with the individual county requirement matter there were several attempts to get what became the '87 revision into law.....it was vetoed by then Gov. Graham (D !!!) and finally when Martinez from Tampa (R !!!) was elected he promptly signed that bill.

    One KEY influence in that law's passage was in the person of Marian Hammer.....(Unified Sportsmen of Fla.) who tirelessy lobbied for it. Marian, if you recall, is a recent past President of the National Rifle Assn...and every shooter in the State of Florida owes her a large, large debt.

    That's the long and short of the matter other than to state that Marian managed to get both the Florida Police Chief's and the Florida Sheriffs Assns on board in support....the law easily passed!

    Indiana is SHALL ISSUE and has been since 1935. Ours is a License To Carry Handgun. How we carry it is up to us, openly or concealed, take your pick.

    That's true, and I love that it's good for a lifetime. Washington, the Dakotas, and a couple of others (Alaska and Vermont allowed carry without a permit) had it as well. But I was thinking more of the (almost) nationwide trend since 1987 as depicted in http://www.handgunlaw.us/right-to-carry-history.gif
