    Virginia or Florida NON-RES

I need to carry in Ohio in mid-June. Which state will be faster for a non-res VA or FL ? I know that the FL has more reciprocity, but I need speed.

FL must issue within 90 days.

If I remember correctly, mine (in-state, electronic prints) took
    37 days.

My FL non-res took right at 30 days from mail date to issue date. Sent fingerprint card from LA, no electronic prints.

in VA, they HAVE to issue in 45 days. But that may be only for residents. I got mine in ~16 days, but again, I'm a local.
