    Virginia or Florida NON-RES

I need to carry in Ohio in mid-June. Which state will be faster for a non-res VA or FL ? I know that the FL has more reciprocity, but I need speed.

FL must issue within 90 days.

If I remember correctly, mine (in-state, electronic prints) took
    37 days.

in VA, they HAVE to issue in 45 days. But that may be only for residents. I got mine in ~16 days, but again, I'm a local.
