Well, it is zero hassle because your friend won't get a permit in Alameda county. I may be over-stating it just slightly, but if not, not by much. I lived in Alameda county for a few years and I remember looking into it and deciding that there was simply no way it was going to happen, so I didn't try. Maybe your friend has the right 'connections' to get one, or maybe he'll just be lucky, but I would tell him to expect that he won't be able to get one. If he ends up proving me wrong, well I'd be very happy for him. Completely shocked, but very happy...
Good luck!

I saw a map recently showing CCW numbers by county. Alameda County with a popultion of 1.5 mil + had 125 permits issued. Dang pretty much hit the nail on the head.

I grew up in Alameda Co. and can say with confidence that he will not be issued a ccw.

I grew up in Alameda County (Fremont, to be exact) and it's nearly impossible to get a permit there. You and your friend should check out California Concealed Carry (CCW) for a lot more information abotu CA and the various counties. If your friend has his heart set on moving to CA, there several counties that are near urban areas and are very easy to get CCWs.

If he wants to carry a gun, tell him to stay where he is. I live in Santa Cruz County, which is a couple of hours south of Alameda. Neither area will give us a CCW.

I lived in Pleasanton, Alameda County for 4 years. I have had permits in NY, MA, KY and FL - I tried for 3 years and even hired an attorney - NO LUCK. Was told by a LEO friend that you must donate big $ to the ruling party and still may not get one. I did have the best shooting opportunities while living there. Very active USPSA, IDPA, ICORE and other shooring sports. Met some very good shooters and had a lot of fun. I left because of taxes, cost of living and the majority's intolerant attitude toward people who beleived in freedom of anything. They have screwed up paradise
