I got mine six weeks from the day I mailed the application. I spoke with someone there during my wait and she said that they were seriously backloged.

I am sure it must be a backlog. NH has always had a great trunaround submitting a out of state permit. I think mine was about 12 days mail box to mail box about 3 years ago.
Non-Res for me was around 11 days last year.

My NH permit took 7 weeks I think it was.
