Depends entirely on the state and their laws. Technically it is a pistol, concealment is another issue entirely.

So, if you need self-defense and your not in your vehicle, and have your firearm handy, then what?

Some states have a "concealed weapons permit" with no other limitations so techincally if you can conceal it you are legal, but I really have to ask why? Seems like you would be asking for a face plant in the concrete by the local boys in blue!!

As long as you have your ninja endorsement on your license, you're OK.

You need to research Washington law. If their permit specifies the type and caliber of weapon, I doubt your idea would have merit. If they simply issue a permit without weapon status, you could probably pull it off.

I'm sure there are dimensional restrictions in many states, i.e. bbl. length, over all length, that would keep these babies from qualifying as 'handguns'.
An armed populace are called citizens.
An unarmed populace are called subjects.

I agree with the question of "why" No personal self defense situation that I can think of requires a .308 round unless of course we get invaded. In the case of national defense or some extremist position that we have seen on occasion would require that for defense. But for walking the street taking part in LAWFUL activities doesn't require such firepower.
Don't get me wrong, they look like a lot of fun, and would enjoy one myself, but really now....

I purchased the Keltec PLR16 JUST for this purpose.
It is a pistol, I can have it in the gym bag on the truck bench next to me.
It is definately a step above a regular handgun. It is as accurate as my M4 believe it or not, out to 100 yards.
Perfectly legal. The LEOs are mad as heck I'm sure.

If I were going to leave it in my car I would just go ahead and get a rifle which would generally be a more effective weapon.
As to your actual question...
I dunno.
