Ok Otis, here's what I'm perceiving with the above info.
1. You live/work/own a business in a bad area. That maks it a bit difficult for the Issuing Authority to give you the permit, NOT based on YOU, but based on the legal issuse he may face, down the road, with an altercation bbetween you and one of those BGs. He (the LEO) is attempting to cover HIS butt, and NOT yours. In my eyes, that's not allowing you the simple right of self defense, should you be robbed or attempt on your life.
2. You own a Tatoo Buisinss, which n HIS eyes, you may not be "suitable" to obtain a permit. NOT that you're a bad guy, but in his eyes (the Issuing Authority) he may percive you as a threat to him. BTW, in NH we have lots of Tatoo studios, and plenty of really nice people that own them, and THEY have CCW permits. Im thinking, that due to the neighborhood, the Studio, and Ca history on Gun Control, you're in an uphill battle.
My best advice is to go face to face with him, explain to him your VALID reasons, (and you DO Have them) and as him, as a gentleman, and honest law-abiding member of the Comunity, to b "granted" the "privilledge" of being issued a CCW License.
I know, it sounds like sucking up big time, but sometimes we must do what is nessecerry to get what we want.
I'm interested to find out your results, and you're getting GREAT advice from all of us in th Forum.

Try This
Contact the NRA & see if they can suggest a lawyer in your area that will handle your appeal. It's Cheaper than moving out of state & well worth a shot.
I hate to read about good honest people denied the right to personal self protection.

Thanks for the good info and support. I am legally allowed, and do, carry concealed in my place of business. I've been correspondingwith Jim March since the beginning of my application process, he is a nice guy and has been a big help. I contacted him because I felt I might be discriminated against because of the color of my skin (tattoos). I knew I was fighting an uphill battle due to the nature of my business and the way I look. I dressed up for the interview and was very professional. I emailed the chief LEO about this, asking for an explaination. When I hear back from him I will let you guys know what he says. I plan to take this as far as I can, I'm not giving up. I did think about writing to Arnold, but think about it, Arnold used to be the Terminator, imagine the field day the anti-gun people would have if he loosened up the gun laws! I do plan to contact the NRA, anybody know who to start with? Any advice is appreciated I'll keep you all posted.

I'm not up on every law in every state but i believe most states allow carry within your own place of business, similar to as if it was your home. Now since you live in a socialist paradise the laws may differ.
Also I'm not one to condone any lawlessness or breaking of the law, but at times (when your life is at stake) civil disobedience may be a last and necessary resort. But again, do not break the law.

Hi again Otis..
I'd write to Arnold, as he's a gentleman. Just remember this, he(Arnold) COULD have commutd Tookie's life, but he didn't, so in that respect, I think he's more in favor of the Law-abiding Citizen. If you should recieve negative feedback from that Chef LEO, I think I'd mail a copies of all corispondence to Arnold, paperwork, along with your valid reasons for CCW.
I can't se any way that Chief is going to defy "The Terminator's" decision. Either way, it's worth a try.

He only LIKES guns if he can Cash In on them in a movie...but, in real life...he is quite anti~firearm and a huge dolt
.

you never mentioned the county you were applying in. i am going to apply over christmas break in orange county i have a letter from my range that says i shoot 3 times a week and am a anual member and i transport alot of firearms mostely at night. plus i have utah and florida now. i think i stand a good chance of getting it i took the nra class on home protection plus having been in the millitary and all i hope mine goes through

I live in Placer County, supposedly almost shall issue. My business is in the Bay Area. To tell you the truth, I don't think having a Utah and a Florida CCW will help since both states are shall issue and issue to non-residents, basically anybody can get one. I took a 50 hr NRA and DOJ approved tactical pistol/personal protection course, didn't make a difference, military experience/avid shooter- doesn't help, they just think you'll try to be a hero and take the law into your own hands. Transporting firearms- I know gun store owners and firearms instructors who can't even get a CCW in California.
Don't take this out of context, don't mean to shoot you down (so to speak!) I hope you get the permit, I'm just being honest and relaying everything I've learned through my experience and research. I really do hope you are granted the permit, the more good people with permits we have the better for our cause. Let us know the outcome, if you are denied, find out why.
Maybe if every California CCW holder did a march through San Francisco with a concealed firearm, didn't let anyone know until after the march, no one shoots anyone, might prove that you can have law abiding citizens armed and they don't go around shooting everyone.

well our sheriff here in orange county is pretty liberal when it comes to gun rights just being a member of a shooting range is supossed to be enough in oc so ive been told by the people at the range and the instructor there so we will see if it works.

You live in a "may issue" state as oppossed to a "shall issue" state. In the PRK, you can be qualified in every regard and be denied simply because the jurisdiction you live in is "anti gun". You are not owed an explanation. You have no "rights" The answer is NO because we say so. Some Kalifornia counties are more rational than others but overall, PRK is a lost cause. Of course if your name is Boxer or Feinstein, you can have a permit. People who choose to live in the PRK pay a heavy price in many ways for their decision.
So, in answer to your question, (whats the problem) you live in the wrong state. Take your business and move to CO, AZ, NM, UT or just about anywhere else where you will be treated like an adult and granted the freedoms of the 2nd Amendment to the Constitution.

Good points, don't get me wrong, I know how it works in California, definitely the worst state for someone who is into guns. The point is that I know several people who are not famous, have not made campaign contributions, and they have been granted a California CCW. I just want to know why I was denied. I know they don't have to tell me, but I'd like to know why. If I could move, I would. Business is booming and I need to stay and make my money!

Otis, It has to be extremely frustrating to be in your situation. Hopefully the attorney route may help, but fighting city hall, with their unlimited funds, can be very hard on an individual. A test case for someone like the NRA might be a better possibility. I agree with QK re: the Governator. Everything I've read about him indicates he's no friend of the 2nd amendment, just the opposite. I doubt you'd get much help from him, unless the situation gets noisy, like a push from the NRA or some larger group. Keep us posted and good luck.

Thanks for the support. I don't think I'll waste my time with the Governator, I doubt he is very gun friendly considering the fact that we are the only state that has banned the .50 bmg thanks to him. For some reason this state just doesn't understand that if someone wants to kill someone else, they will figure out how regardless of their choice of weapons!
