I have heard of some people applying for a CPL on the east side and walking out with it same day, but I am not sure how often this happens but you might get lucky. When I applied as a new resident it took the department I applied with in NW WA 7 days to issue the permit and I used a passport for ID as I had only just moved back to WA after spending 10 years in the UK.
received my permit from Spokane Police today. I am a new resident of WA (less then 60 days), but it only took my permit 15 days from application to arrival!
