62.10204.
Possession of firearm or dangerous weapon in liquor establishment o gaming site
prohibited –
Any person who enters or remains in that part of the establishment that is set aside for the retail sale in an establishment engaged in the retail sale of alcoholic beverages or used as a gaming site while in the possession of a firearm or dangerous weapon is guilty of a class A misdemeanor.
62.10205.
Possession of a firearm at a public gathering Penalty Application.
A person who possesses a firearm at a public gathering is guilty of a class B misdemeanor. For the purpose of this section, "public gathering" includes athletic or sporting events, schools or school functions, churches or church functions, political rallies or functions, musical concerts, and individuals in publicly owned parks where hunting is not allowed by proclamation and publicly owned or operated buildings.
I understand the first piece as it clearly says "ANY" person. But I am not so clear on "A" person in regards to someone that holds valid permit to carry concealed. Tried to look for clarification but I would like to know if anyone knows:
1. If this does not apply to a person with CCW permit
2. Do I contact Attorney General's office for clarification or BCI?

It means anyone in spite of the permit. You could contact the AG's office.

I'd say contact Wayne Stenehjem, your AG.
He is a great guy. And you can probably actually talk to him. He was my lawyer when I lived in GF, ND.
Can't wait until I get back up there so I can get my ND non-res.

In that case, any way to receive an exception as non-LEO or with any reason?
I have no immediate threat, but I will be going for my graduate work soon and I think I would feel naked without one as i have been wearing it everyday for the last 2 years.
