LINCOLN, Neb. -- State Sen. Jeanne Combs of Milligan won the first round Thursday in her fight to allow Nebraskans to carry concealed weapons.
Combs, who belongs to the National Rifle Association, moved to vote on ending first-round debate on the measure knowing she needed 33 votes to stop the filibuster. She got 34.
Lawmakers then voted 33-11 to advance it to second-round debate.
Combs' measure (LB454) has 23 co-sponsors, but it's not assured of passage. Supporters have been trying to get such a measure passed since 1996.
Sen. Ernie Chambers of Omaha led the filibuster and promised to do the same -- even on other bills -- to try to block the measure from passage.
