Minds me of the time we needed to record a siren for a sound effect. We borrowed one of those ancient impeller types and hooked it to a car battery. We were outside the backstage door, at night, fairly near an intersection. It was a hoot, watching all of the cars pull over and try to figure out where the cop was! I was in high school, and probably wouldn't do it again... though I would consider it. But shooting? In today's climate? Great way to get shot by a 'hero'.

Being armed or not I'd call 911! Even if it's a prop gun, they have no business playing with it in public.

First thing I thought of when you said theater was a prop gun! Not that I am going to hang around to find out!! Obviously that kid thought it was real!! Call 911 and be a good witness, unless he was dropping women and children I wouldn't get involved.

When I mentioned the 8mm blank gun, it wasn't something that came to mind right away, but after a few seconds of tossing the OP's experience around in my head after reading the initial post. I very well may have had the same reaction were I in his position, and may have thought about the blank firing gun after the fact.
Regardless, as others have said, even if it was a prop gun, the kid popping it off doesn't seem particularly bright.
