    Purchasing Handguns on Non-resident License

    I have a Florida non-resident license. Can handguns be purchased in states that honor this license?

    While I don't have a NYS license I have friends that live in PA, NH and other states that honor the Florida non-resident license. Can I purchase handguns in those states to be stored at a friends home who also has a CCW?

    Each state has different laws. In Oregon, a resident or non resident CHL means nothing when purchasing a handgun. The background check is still required. No sales to out of state residents. You can purchase the firearm, but it must be shipped to an FFL in your home state to complete the transfer in accordance with your state laws.

    The short answer is no, you have to be a resident of the state to buy a handgun there.

    I think if you have established residence in two states, and spend a significant amount of time in each, you can buy a handgun in either. Check the ATF website FAQs, there is one that addresses this topic specifically. You definitely cannot buy a handgun in any state where you do not live in some type of permanent residence.

    In PA as long as you own a house there(summer home for example) you can use your tax bill and the drivers license from the state you reside in and you can buy any gun there. I have a summer home in PA and live in NY although I am a LEO, I as a civilian still can buy a handgun in PA with those 2 items. I would still have to go through the NICS and PICS checks but it can be done. I do possess a Florida non-resident weapons permit to carry the guns that I keep at my summer home(PA), and have my off duty weapon registered to my badge and id from my job in NY.
    One more step and it's on!

    (B12) May a person (who is not an alien) who resides in one State and owns property in another State purchase a handgun in either State?

    If a person maintains a home in 2 States and resides in both States for certain periods of the year, he or she may, during the period of time the person actually resides in a particular State, purchase a handgun in that State. However, simply owning property in another State does not qualify the person to purchase a handgun in that State.

    By federal law you must be a resident of the state to purchase a handgun. Long guns purchase requirements vary by state law.
