Utah's permit is honored by more states than any other and they will issue to non-residents. Go to Handgunlaw.us to see details.
Utah has reciprocity with a large number of states, hence you can carry in more states.

I guess it all depends. Reciprocity changes, and you need to read fine print and have a lot of time to do it. I remember when the Utah permit was the going thing around here, and many of the area instructors are licensed to do some of the out-of-state (non-resident) permits. I can actually carry in more states with my Arkansas permit than a Utah out-of-state permit would allow me to. Just depends on where you reside, and a lot of states won't even honor any out-of-state (non-resident) permits at all. Whether or not keeping a Texas resident permit AND another non-resident permit from another state would be beneficial to you only you can do with careful research.

See? According to that map, you can carry in Washington state with your Texas permit. The Utah permit is not honored in Washington state. Looks like you can carry in more states with the TX permit. There are seven states that only honor a permit from the state you reside in as well.
Is one license easier to get than the other?
Most states require you to take a class on basic handgun safety. Utah Bureau of Criminal Investigation makes it a little bit harder by requiring that the class be taught by an instructor certified by Utah to give a Utah class. There are instructors all over the country who have gotten themselves credentialed to teach the Utah class, but they can be hard to find in some areas. BCI's website (Utah Department of Public Safety) has a list of out-of-state instructors.
The CHP for my home state of Virginia allows me to carry in 25 states; not bad. The Utah permit only adds 8 states to that list, but I'm willing to pay for another permit to increase my range of carry.
I know of people in Virginia who don't even have a Virginia permit. They carry only Utah's because they don't want their names published in certain liberal Virginia newspapers when they get their Virginia permit.
I let my TX permit lapse as I did not want to go to TX and get the refresher training.
I am sending in my renewal for UT today. Fill out the form, get it notarized, and send a check for $10 and a passport photo. Much easier.
If I were to choose just one it would be UT.
FL renewal required fingerprints, photo, notarized application, and I think $111 for NR renewal.
Overall the UT is the best NR.

Utah is suppose to be changing things to require out-of-state instructors to go to Utah for training when their credentials become due. I for one am not going to Utah for anything. Get a Florida non-resident permit instead.
