With a CC permit, when driving in a vehicle, is it legal to keep the gun in the holster, on your belt, concealed with a shirt or jacket?
I've done this for many years now but after doing some reading I'm not so sure.

Mine is IWB and on me. In cases I've know of.... person comes up from behind, gun to your head, orders you out of the car..... at least your gun is going with you and gives you a chance if they drop their guard.....
Best to not be caught off guard, but.....it happens.
That's what bothers me about women carrying in their purses, what's one of the first thing BG's go for ??? .... the purse. Ooops, there goes the gun as well.
In SC it is legal not sure about VA
In NM it's legal to have a concealed handgun in your car -- with or without a concealed-carry permit. I've neither seen nor heard anything limiting the nature or location of said concealment.
As long as you have a valid permit for VA you are legal to carry that way.
