Connecticut Concealed Carry Application question
I am asking this for a friend on another forum and hope to pass the link from here to him so that he can get his answer and that y'all will impress him enough to become a DC member..so here goes..
"From what I've read around, CT is a "may issue" state when it comes to concealed carry permits. My question pertains to being a "suitable person". Now I haven't had any convictions, just been charged out in CO. Now 14 months from now, provided I don't get arrested again, the charges will be dropped. Will this come up on a background check? And would this disqualify me as being a "suitable person"?
Also, do you need to have references on your application? If so, are they told about anything that would come up in a background check, such as being charged but not convicted? TIA"

If CT uses the standard FBI background check, yes it will show up. Among other things, they check your RAP sheet which shows arrests, not just convictions.
Will it disqualify him in regards to the “suitable person” question? No idea. He might want to go down to the issuing agency and see if he can speak with the background investigator before submitting his app. Ask the background investigator what supporting documentation they will need to satisfy the requirements.
As I said, the RAP sheet shows arrests, so I think it will still show this arrest even after the charges are dropped.

Arrests will show up and you have to show a certified copy of the court disposition,conviction,deferment,not guilty etc.Not sure about CT but It's possible that just being charged with a crime may be enough for them to deny

Is your friend applying for a Ct. resident permit or out of state permit? Locals have to apply through the town 1st then to the state. This will make a difference, if or not he has a relationship with his town PD. You do need references and no they will not be told any personal info. With the mark on the record I would seek legal advice from a Ct attorney who handles these type of cases before sending in app.
