If you frame it as a Constitutional question it has to be defined by the supreme court. Right.
If you frame it as a question of "what's the current law" then it is something that has to be defined in the legislature. Right.
If you look at reality, then it is really going to come down to the officer of other government "functionary" that you have an interaction with knowing the status on both of the above.
Which of the above scenarios do we want to act on to guarantee our rights in all 50 states. I have to say that now is not the time.

Congress makes laws, the SCOTUS interprets those laws according to the Constitution.

I posted this question on a Political Action Forum and here is one of the replies:
Pretty simple actually, this is what happens when you start granting 'licenses' for rights.
Some seem surprised about the lack of recognition by other states for their CCW license. Really? We've accepted that govt grants us the right and then we're shocked that they do so in typical tyrannical form--i.e. senseless, arbitrary, hypocritical......
Hmmm, a license to exercise a right has been invented, numerous selectivity issues exist with such, and we're surprised about the one regarding reciprocity?
This shouldn't be about licenses, shouldn't be about states rights, marriage shouldn't be about what rights are attached to it or where it is recognized, on and on......
It's pure nonsense.
What do they have in common? We request/accept tyranny and then ask selective questions about it when it seems tyrannical.

High voltage ,I'll second that opinion.We are the backbone of the country
