My email to Texas DPS
Rene,
I am writing to inquire about my CHL application. I am curious as to when I might receive a notification of license issued. According to my records, the DPS received my packet and payment on 3/9/09. My status changed to “Processing Application” on 4/14/09. Please know that I understand that your agency in inundated with applicants and delays are to be expected. Does the 60 days start when the DPS receives the packet or when the Pin # is issued? Any information that you can provide will be greatly appreciated.

Does this sound polite enough? Hopefully it might help my license get pushed along a little faster, but I seriously doubt it.

Slow down and take a breath...
At best this will get you a canned reply. We all had to sit through this slow wait and I've never heard of one instance where this expedited the process. It's best just to forget about it and you'll be surprised when it shows up in the mail.

I just got off the phone with CHL at DPS. They said they are waiting on my background check from Harris County, said they are far behind. I asked how long will it take before issued - a few weeks to a month. (sigh)

I hear this. I am originally from Idaho and head back there often enough. Here is the time line for my license in comparison.
For Harris county I sent my application in on the 2/21/09, check cashed 2/27/09. This is still "processing" as of 15 minutes ago.
Idaho dropped off application April 4/3/2009, plastic in hand 5/22/2009.

It takes over a year here in NY. Here we take the "set it and forget it approach" and eventually it shows up.

I mailed my packet on 3/9/09. Today, my status changed to "Application Completed - license issued or certificate active". Hopefully plastic will be in hand in a couple of days.

You are expecting a miracle. Mailed my package 1/26/09. DPS cashed check 2/5/9. Received pin 2/28/09. Status as of 2 minutes ago "Processing Application" Galveston County.

I wouldn't send an email, I'd call. Things written seem to have a way of the connotation being misconstrued.
