If he has FL and his home state he may have better "coverage" in more states that just the home state would give him.
I don't carry with a CWP anymore, so I really have no idea.

If he travels to states where the FL permit is accepted and the PA permit is not accepted, then he could benefit from the FL permit. Another thing to investigate: if FL considers him to be a FL resident, then his PA permit would not be recognized in FL (since FL does not recognize nonrez permits from reciprocal states).

He would pick up the right to carry in Alabama, which could be useful if his Florida home is near the Alabama border.

States that honor PA License:
States that honor FL License:
Alaska, Arizona, Arkansas, Colorado, Florida, Georgia, Idaho, Indiana Kentucky, Louisiana, Michigan, Missouri, Montana, New Hampshire, North Carolina, North Dakota, Oklahoma, South Dakota, Tennessee, Texas, Utah Virginia, West Virginia, Wyoming
It appears getting a FL permit will give him states he can't carry in on his PA license. Have him evaluate thew states that he will gain and use that to decide if it is worth his money and time to get a FL permit as well.
