VA you apply directly to the State Police.

Bottom of the has the link for the permit application. Same form as for a resident permit, but goes directly to SP instead of Circuit Court.

CCW permit holder for Idaho, Utah, Pennsylvania, Maine and New Hampshire. I can carry in your country but not my own.

No photo ID for Centre County, maybe the PA or VA folks could verify if that's the same in every county?
If you want a photo ID CCW, FL would be the way to go. They probably have equal reciprocity to PA and VA combined, and have the same training requirement as CT, so you won't have to take another class(like the UT permit).
FL is taking a while these days though.........
