    Considering NJ doesn't appear to recognize permits from any other state that would be useless.

    VA non-resident permit sounds like the way to go for you. It is accepted by PA and also gives you DE. Here's the VA State Police website for non-resident permit application. Gives you all the things required to get the permit.
