Does anyone have a source of information on how liberal the various may-issue states are? I know it is difficult to get exact numbers for various reasons including differences from county to county, but there must be some way to rate them at least on some sort of broad scale. I'm aware that Hawaii is technically a may-issue state, but doesn't ever issue, California and New York vary greatly depending on jurisdiction, and I've heard that at least one may-issue state is nearly shall-issue.

I just posted some stats about Maryland yesterday. More often than not Maryland is a "may not" state.

I'm with Rick on this one... NJ is definately a May NOT issue state...
